Br. Armin Luistro FSC of the De La Salle Brothers and now the secretary of Department of Education under President Aquino defended his plan of adding 2 more years to basic education making it 12 years of education from its present of 10 years. He said that it aims to keep up with the international standard of 12-year basic education which the Philippines now lags behind. Further, the former president of De La Salle University – Manila has ordered DepEd to have a general review and overhaul of the basic education curriculum which is expected to be finish in two years.

This plan of Sec. Luistro has been assailed by Jesuit priest Beinvenido Nebres SJ who worked as the head of former President Arroyo’s Presidential Task Force on Education. Nebres SJ said that what is badly needed to be addressed by the department right now is to address the school backlog. Nebres SJ explained:

“Quite frankly, while you can look at the curriculum, at the end of the day, what counts is what happens in the classroom…If you have a classroom filled with 80 kids for 40, you can do whatever is in the curriculum and not much will happen…the heart of the problem is not so much changing the curriculum. The heart of the problem is to make it possible for the teacher to teach well.”

But the archer shot down the eagle’s opinion saying,

“Why? Is it not possible to do both? They always say it’s either one or the other but this is a good time to bring the components together. Whatever changes we want to do, this is the best time to do it. Rather than put old win into wine skins, we will start with new wine skins.”

It will be recalled that during the brief moment when Pres. Aquino and former Pres. Arroyo took a short travel together inside the presidential car for the Inauguration, the latter said to have endorsed to the new president the recommendations that Fr. Nebres SJ on the issues surrounding our basic education in the Philippines.

Off to you guys. To whom are you betting on what to do with reforming our basic education, Br. Luistro’s “doing both” or Fr. Nebres’ working first on school backlog?

Br. Armin Luistro FSC has already accepted the invitation of President-elect Noynoy Aquino III to be the top honcho of the now controversial Education department. The President of DLSU and a De La Salle Brother has been known to be very close to the late former President Corazon Aquino and to the Aquino family especially during the time when calls for resignation of outgoing President Gloria Arroyo filled up the streets.

The DLSU official statement says,

“After due consultation with various stakeholders in the Lasallian community, Bro. Armin Luistro has accepted the invitation of President-elect Aquino to be the Department of Education (DepEd) secretary.”

The appointment of Br. Armin Luistro for me reveals to the vigilant public tidbits of the road that the Education department is going to trod in the midst of controversies hounding the implementation of sex education in public schools. Advocates of anti-sex education and Catholic Bishops by now are certainly seeing a sign of relief as their crusade may easily find a defender in the person of a religious Brother as a DepEd secretary. The collaborative efforts between the Department of Health and Department Education may soon find its natural death?

This appointment of a religious Catholic brother thus raises a serious question whether the present implementation of DepEd’s PopEd (Population Education) Program will be continued under Br. Armin’s watch (which is unlikely, me thinks), will be watered down to a program that is more acceptable to the Catholic Church or will be totally scrapped and thrown into the nearest trash bin.

The most vicious critics of sex education dragged the issue into court asserting that what the Education department is presently doing is unconstitutional by thwarting the right of parents to rearing the total being of their children more particularly their moral character. For them, the present sex-ed program only leads our “kids towards being sex obsessed.” This blinded understanding totally ignores also the equal right of state “in nation-building and shall promote and protect their physical, moral, spiritual, intellectual and social well-being.”

Unfortunately, sex is a taboo if not considered a sin in Philippine society that parents as studies reveal are actually properly educating their children about it but the more serious problem is that parents themselves are even not educated about it. It will only be like a blind guiding his fellow blind man. And with the present phenomenon of parents working abroad, the state is much more compelled to do its constitutional duties of protecting and educating its youth.

Taking from the standpoint of Imbong and company: If teaching about sex-ed to children is the sole prerogative of parents as what the Catholic Church also says, maybe then the State could also sue and jail all parents who fail to do their constitutional duty with the obvious burgeoning of our population, teenage pregnancy and rise of sexually transmitted disease.

But will Br. Armin defend the right of the state over his vows as a religious Brother if the need arises about this particular issue? Will he become the bridge between the state and the religious sector in order to come to a more acceptable sex-ed program? Or will he succumb to the lobbying of the Catholic Church on education programs and issues that the latter finds against its so-called moral stand?

There is no question about Br. Armin’s competence; he is a great educator and school administrator, and an upright man, but what were raised above is some of the burden and biases a person strongly affiliated with a religious group carries with him when he enters the government. He is strongly bound by his religious beliefs and vows.

But at the end of any long arguments and discussions on what will Br. Armin Luistro do regarding the present sex-ed program of DepEd, everything will rest on President-elect Noynoy Aquino’s policies and programs. Well, we can also say that his choice of cabinet secretaries will also tell us of his stand on the controversial issues of sex-ed and the RH Bill.

I am hoping to hear Br. Armin’s stand on the present sex-ed program of DepEd soon.

What is your thought of Br. Armin Luistro FSC as the secretary of DepEd?

While the Department of Education has already declared an all-out war against the “jejemons” especially with the opening of classes only weeks from now; these lovers of incomprehensible and funny language found an unlikely ally from a Catholic bishop.

Legazpi Bishop Joel Baylon, Chair of the Episcopal Commission on Youth of CBCP said that values are more important than language like the values of decency, chastity and honesty.

Bishop Baylon expressed his thoughts about the “jejemon” invasion on Radio Veritas saying,

“Language is merely an expression of experience and what is more important are the values behind the language and the principle that shapes the person’s character. I am more worried of how the youth reacted to the recent political exercise which was (allegedly) characterized by vote-buying.”

So how will the teachers face the tsunami of “jejemon” language inside the classroom”? This is what our “jejemon” bishop said,

“They should keep, maintain and if possible improve the standards as the youngsters today are not setting standards and they are not telling us how to speak and write.”

He said that being a “jejemon” is just one of the many ways our youth are expressing themselves.

Will this not only open the windows of the Church but also the doors for a Vatican Council III to usher in all the “jejemons”?

Personally, I don’t like…wait, I am pissed off with all “jejemon language” especially when I am checking reflection papers of students and reading text messages and reading paperworks to grade. It is like me trying to read the love letter of Queen Nafertiti with the hieroglyphics and all.

How about you guys? What is your thought about the “jejemons” and the “jejemon language”?

He is the most hated man in this side of the planet and he is just as hard-headed just like any unyielding cabinet members of the cute administration.

Sec. Alberto Agra of the Department of Justice stands firm on his decision to drop the charges against two Ampatuans implicated on the Maguindanao Massacre creating a wide divide between the Justice Department (Justice Secretary and his State Prosecutors) and between the government and public opinion.

But as he has become at the center of the spotlight, the show cannot just go on without people trying to look at his background and see the man who bought the lame alibis of the accused and made the decision with due haste trying to catch the last flight before the next set of people tries to occupy his seat.

The Philippine Center for Investigative Journalism (PCIJ) has brought up the issue regarding Sec. Agra’s past as a cheater during his stint as a student at the Ateneo Law School.

On their research and investigations, it is alleged that 20 years ago, Sec. Agra was caught cheating together with six of his classmates during a final examination on the Law of Wills and Succession subject under then professor Avelino Sebastian Jr. It is alleged that Agra’s answer on that exam was totally the same exact wrong answer with six of his classmates up to the last decimal points. The cheating issue was a great scandal that it was investigated and even reached the desk of the law school dean and the university president.

It was seen as the reason why Agra did not graduate with his batch in 1989 but rather graduated in 1990 after retaking the course.

Asked for his side of the story, Agra shared this with PCIJ:

“What I actually admitted to was that I had been charged, albeit maliciously, with cheating by my professor, Atty. Avelino Sebastian. The Disciplinary Committee created to investigate the charge exonerated me together with my other classmates.

I only graduated in 1990 when I should have in 1989 because I did not pass that subject. I repeated the course and completed my requirements in October 1989.

I believe that failure in that subject does not mean that I am a failure as a person or lawyer. Failing in one subject does not define me as a person. No one should be defined and judged this way.

The Ateneo Law School apparently gave no weight to this failure because it has engaged my services as professor/lecturer in the college since 1993. To this very day, I continue to teach. I started with one subject. There were semesters where I handle 2 or 3 subjects.

For those who want to continue learning from me, I can always give lectures and seminars. I will continue to pursue my teaching vocation and passion for imparting what I know in the Ateneo or elsewhere.”

You can read the whole article of PCIJ about Sec. Agra here:

It was once the career that everyone was heading to, but just like the global economy, the boom seems to be over now as reports indicate that the demand for nurses more particularly from the United States continues to steadily spiral down.

The concern was shared by the Trade Union Congress of the Philippines (TUCP) through Ernest Herrera, as nursing schools has given some reports of a decline also on their enrollment.

“Nursing schools have aggressively expanded their capacity in the last 12 months, but realized that fewer first-year students are actually entering nursing programs compared to figures for the past two years. Only 3,024 Filipino nurses took the NCLEX for the first time from January to March, down 1,170 from 4,194 in the same quarter of 2009.”

The global economic crunch has forced hospital in the United States not to hire more health workers but just extend the working hours of its employees instead.

Many academicians and pundits had already warned years ago the temporary boom of the nursing demand from the United States and the surge of students taking up the nursing course and the mushrooming of so many nursing schools in the country. This has resulted to the low passing rate of nursing licensure board exam takers.

Will we be seeing the death of the nursing course in the Philippines soon? What will be the next career boom? If only facing Facebook all day is a career, surely Filipinos will no longer work abroad.

I am guilty of this most of the time here at Pinoy Sounding Board.

But today, I would rather want to have some shifting of paradigm.

For many months now I have been posting here my commentaries about some of the nastiest politicians, socio-political issues and personal rants. These issues and discussions could most of the time only bleed our minds and wound our hearts knowing and seeing how our beloved nation and collective dignities are raped by callous and selfish few.

In sharing all these things with passion, I must admit that I have forgotten that not all are too bad; it is not always a cloudy day; that there are still so many good men who are working so hard in our government worthy to be indeed called “public servants”.

These people may not always be visible on our eyes as they are working diligently, faithfully and honestly on some silent cubicles and corners of dilapidated government buildings. Some of them may not be enjoying the lofty positions being raided by some but certainly are giving their all to serve the people on their own small special ways. They cannot be bribed; they don’t succumb to greed; and strong-willed not to get eaten up by the system.

Any particular public servants that come to mind?

This question particularly leads me to give proper respect and honor to all our diligent, hard-working and simple public school teachers. They are the silent nation-builders who may not be financially rewarded by the government as they ought to be but continuously try to save this nation from the brink of intellectual decay. They lead, teach, listen, cry, laugh and sacrifice even their own personal dreams for all their students, that these young people may become good citizens and future leaders.

Unfortunately, these are also the same simple people who are neglected and abused by the government. Despite of this human degradation they are made to daily suffer (in terms of meager salary, benefits and all from GSIS, no proper health insurance, etc) they remain steadfast to their vocation to “teach”.

Maybe, these are also the unsung heroes of EDSA. We may not actually say that they were the ones who visibly stopped tanks and forced Marcos to flee the country and hand back to the nation our democracy; but they were the ones who guided us inside the humble classrooms on the darkest of days and the triumph of the light to make this nation embrace the last streaks of hopes emanating from the east.

And if there are evil people trying to bring down this nation into the cliff of moral and economic decay, these simple teachers are the good men continue bravely and diligently continue the noble fight…diligently, silently, outnumbering those who steal from the public coffers and cheat the democratic processes.

Help me out, let us put this time around to the true, honest and steadfast public servants.

Any particular person/public servant or groups of people serving in the government that you know who remains good, honest and true to their work?

One of the most crucial issues that Presidentiables will have to strongly face is regarding sex education that has obviously been ignored for so long a time by politicians who easily gets terrified from getting the ire of the pharisaic clergymen of the Catholic Church side-by-side the issue of Reproductive Health Bill which is also still in legislative limbo (this deserves a separate post though).

With our national population projected to reach 92 million this year, presidential aspirants, national institutions and individual families are faced with more complex challenges regarding food security, affordable quality education, health care, social services, employment, poverty, housing and national security. But because the Catholic Church has since been exerting undue pressure threatening like an old powerful Italian mafia on lawmakers and top leaders of the government, sex education has not been given much attention and priority; letting it breed into pure ignorance of many uncontrollable forms.

Let Paris Hilton And Dr. Hayden KhoTeach Sex Education

Today, almost all of our youth have the easy access to the world wide web and many other forms of media. Adult magazines, sexy and pornographic websites, cheap sexually-explicit tabloids, pirated pornographic CDs and pornographic videos on mobile phones are right at their fingertips. Just a few buttons and clicks away. These stuffs thereby expose them early into the wide array of pornography and the detailed human anatomy lessons on vivid amateur videos by Paris Hilton, Kim Kardashian, Britney Spears, Hayden Kho, Katrina Halili and Mahal.

Curiosity, hormonal exhilaration, personal emotional void and a clouded understanding of sex and sexuality ultimately lead many to unchartered sexual encounters and regrettable situations:Â sexual diseases, teenage pregnancy, sexual addiction and an erroneous understanding of personal sexuality.

But who are there to teach the teens about sexuality and sex? Or process their feelings towards themselves, towards the opposite and same sex and all the funny natural changes that are happening in them?

Well, the Catholic Church is quick to preach that sex education is the primary and sole responsibility of parents to their children and not of the government saying that parents know how and when the right time to teach sex and sexuality is. Sex education in the curriculum according to them will only teach the youth to engage into pre-marital sex and sexual perversion.

But this idea of sex education from the ranks of those in robes who by the way should have never experienced sex after professing their vows and ordination (crossing fingers) is very simplistic. And a simplistic understanding in a complex times will always not fit together but cause more problems.

What they have forgotten by appropriating sex education as the sole responsibility of parents is:

1. Teenagers at this stage are mostly confiding to their peers instead of sharing thoughts to their parents. There is somewhat some tension at this stage on this relationship with the teen wanting to be more independent and discover the world while the parent wants to exert some level of authority. Topics like sex, feelings towards opposite sex, love, identity are quite a difficulty for the teens to share to their parents.

2. Here in our province, many students have absentee parents who are either separated or working abroad giving no chance for parents to say to his child: “Hey, come over here. Want to talk about sex and what you are feeling?”

3. Teens at this age spend more time in school, with peers and many forms of media than actually spending time at home or have a good conversation with parents.

4. Most parents do not even know what is sex and sexuality with many of them afraid to talk about it with their children. Proof is: many parents turn off the TV or tell their children that it is bad or it is a sin when two people are kissing on a TV show and are quite afraid to show their marital affection to their children.

5. The Church has instilled in the consciousness of many Filipinos that sex is a sin and talking about it is unbecoming of a faithful warranting you a seat on a confessional box for entertaining impure thoughts.

Then who is going to teach the young about sex and sexuality without sex education from school or from parents?  Surely, it is Ms. Paris Hilton and Dr. Hayden Kho. Can we turn on now the aircon?

Political Will Against Coitophobic Churchmen

Sex education is very important to a society that wants to live in prosperity, order and security. Waiving the right of the state on educating its citizen on key issues about sexuality, sex and responsibility to a prodding institution that is actually outside the active dynamics of governance is like swallowing a pill given by a quack doctor that will only give more problems than putting a cure to one of the biggest ill of the nation.

Presently, many top leaders of the Church in the Philippines are trying to discredit and withdraw their support from presidential aspirants (Sen. Noynoy Aquino and Sec. Gilbert Teodoro) who are supporting sex education and the Reproductive Health Bill like old traditional politicians in robes, staff and miter doing their own political manipulations and black mailing.

The Church and the state are separate; and it is the primary duty of the state to educate and lift its people from the pit of ignorance back to a responsible understanding of himself, his surroundings and world. It will be a great opportunity of nation-building if parents and the educational system will help each other in giving the proper education and guidance needed by the youth.

Well, maybe our padres see Paris Hilton and Dr. Kho doing a great job on teaching sex education by sowing sexual ignorance and perversion instead of trained teachers doing it.

It is up to the presidential aspirants now to have the political will or political yield.

5:45 PM.

15 minutes before calling it a day at the office. And of course, 15 minutes before relaxing at the couch having the monopoly of the TV’s remote control.

But as we were preparing yesterday our things to head for the exit door and painted on our face are nothing but smiles after the Con-Ass forum, the Director of another office on the same building suddenly opened the door and told us the news.

“All classes are suspended. Classes will resume on June 29. One confirmed case of A(N1H1) in campus.”

Before we could even react, the bearer of this news already disappeared, I don’t because of fear or by sheer excitement to go home and take a vacation.

Then came the breakdown.

“Wow. Long vacation just after the opening of classes?! Superb!”

“How about our scheduled workshop on Thursday for the new module that we are to make for our students’ formation program?”

“Oh, we are scheduled to prepare all the stuffs for the institutional forum early next month. How about that one?”

“And how about the visit of our accreditors and guest next week?”

“How about our foreign visitors? Our preparations?”

Sigh.

It could have been fun having affording a long vacation, but we were confronted by the fact that we have so much things to do and lots of projects already scheduled. What to do with all these stuffs? Put them to the back seat for now I guess.

The A(N1H1) Tornado

One woman who works in the House of Representatives is the first Filipino victim to die of this disease. And the number of victims multiplies day by day, hitting the 500-mark today with the DOH expecting it to even hit the 7-digit number before the fury of virus slowly die down. When will it be? No one yet could tell.

Because of this, employees of the House or Representatives were sent home. No work. One branch of government is on a stand still.

A minor community outbreak is also already declared in Metro Manila, primarily concentrated on schools and universities. With cases sprouting here and there on different campus, classes are suspended, students sent home and workers ending up having an added vacation. Other schools even have to suspend their classes for another week even before starting it!

The Trouble With These Class Suspensions

Though I may be speaking for myself but I think I could also be echoing the sentiments of some teachers, some of our students and workers regarding these class suspensions.

Despite the suggestion of the Department of Health and the Commission on Higher Education not to suspend classes, they could still not stop the managements of schools to impose such preventive measure.

The problem.

Class suspensions disrupt classes, scheduled activities, plans, and projects and workers ‘and students’ mindset. On the part of our school, we already moved for another week the start of our classes, from June 8 to June 15 because of A(N1H1) and now, another 3 days of now classes.

Though I am also quite fearful being infected by this disease and by the fact that you don’t know who is infected by the virus, I am also pissed off that with just one confirmed case in our school, everything would halt and stop.

As the economist Benjamin Diokno said, with all the class suspensions and some business closing shops, and of course the fear that this virus brings to the people, the economy will certainly feel the pinch. Money will not circulate, services will not be demanded and the economy will shrink.

Maybe, we are just panicking too much?

I guess I will just have to take this long vacation. Enjoy it? Hmmm…Shrug off the fear for this disease. And blog. Sounds better. Now, I am feeling much better.

What do you think guys? Will you also be pissed off with all these class suspensions in effect disrupting everything in your working calendar? Are we having so much unfounded fear against this virus?

Don’t worry, my title post is actually right. “Don’t vote on 2010…”, but if i may continue, all those f**king congressmen who railroaded the amendment of the constitution by filing a bill to convene a constitutional assembly without recognizing the Senate as a separate voting entity, while everyone was still fixed on their computers watching Katrina and Hayden’s sex scandals.

Now I am angry!

Don’t Vote for all these Con-Ass Holes for God’s Sake!

So guys, while others would be rallying tomorrow converging at Makati City to protest in one loud voice the blatant act of our congressmen of not recognizing the voice of those people, maybe let us all also do our part too… I personally make an appeal to all friends and strangers.

Mark the faces of all the traitors and come 2010, never ever put these con-ass holes on your list of officials to be voted for the next couple of years. Now, this no more a civic duty of putting away friends from getting addicted to making sex scandals as I appealed to all of you on my list of influential bloggers, but this is one divine duty that would make its mark today and on many generations to come.

Here is the list of all the Judases on the congress who voted for the convening of the constituent assembly while we were all asleep. Memorize their faces, and maybe, one of them is your beloved congressman.

For sure, some of them will jump off ship in the coming days because of the strong clamor of the public of throwing all these weeds to the burning pit of hell. But guys, let me also remind you…when they jump off ship and become somewhat like an angel; withdrawing their names and sponsorship of the Con-Ass bill, appearing on interviews crusading against the same bill that has fattened their pocket; and becoming maybe an opposition or a silent dissedent; let me remind you: DON’T TRUST THEM! They are still wolves under their as white as snow sheep skin. If they had betrayed us once (impeachment complaints against GMA, where they received bribes from the palace on paper bags) and twice (by passing the bill calling for the Con-Ass while we were all busy watching the sex scandal), they can betray us many more times in our lifetime. Let us all kick their hairy ass come May 2010!

Remember: DON’T VOTE FOR THEM, come May 2010 elections. Tell all your family members, relatives, friends. Let us make them see you the real boss is!

An Appeal to Everyone, No To Con-Ass! Silence No More!

On to you now guys. So on the list of the congressmen who voted for the Con-Ass just by the mere shouting of Aye and Nay, is your own included on the list? What is your take on the issue of the lower congress passing a bill calling for a Constituent Assembly not recognizing the Senate as a separate chamber? What are we to do to all these congressmen, would you still vote for them come May 2010 elections? Be heard!
